This song is from "Shakti"(1948). No movie of this name has been released
in this year. Moreover Suraiyya never sang for any movie of this title.

The film name is definitely SHAKTI (1948). There was a song titled "Ae
musawwir tu zaraa yaar ki tasveer banaa" sung by an uncredited singer in
the film, however this song is not available and is not this one.
